forex traders and public

i have experienced that many traders who establish forex offices where they attend to public as for training new comers and for their trading .But what surprise me most is that most of these traders collect accounts from public for managing and even ask public to deposit money with them that they will pay 100% of the investment in 4 months.Do you think that these traders know what they are doing since they can make such money why are they collecting from public.?
