well If your verification of electronic card getting failed so you should have to ask with support of both payoneer and skrill as well, I hope they will help you out in this case.

The skrill does not accept the Payooner card as payment giving method as it is recognized as Debit card. However, you may get money in to the skrill account from the payooner account by add card link. That money can be exchanged at a reliable exchanger but unfortunatly you can not get money from skrill to payooner.
